It looks more like an effect over live action than a paper cut character.Maybe the background should be in style as well and on the same focal plane.
I actually brought the image in to Photoshop and applied the ol' 'cut-out' filter but after all the blurring I guess it's kind of hard to tell. Maybe reduce the blur and lower the 'steps' of color on the filter...
